How WhatsApp Messaging Limits Work

On the WhatsApp Business Platform, your messaging limit is the number of unique customers you can start a conversation with in a rolling 24 hours. It applies to business-initiated messages (the template messages you send first) - not to replies inside the 24-hour customer service window, which are effectively unlimited. The tiers are 250 → 2,000 → 10,000 → 100,000 → unlimited unique customers per day.

From there, WhatsApp raises your tier automatically as you send - you do not apply. The system watches how much you send and how people react.

Important change (October 2025): the messaging limit is now applied at the business portfolio level and shared across all the phone numbers in that portfolio, rather than each number having its own separate limit. How to Move Up a Tier

The first jump and the ones after it work differently.

250 → 2,000: complete a scaling path. A new business portfolio starts at 250. To reach 2,000 you complete a scaling path - the most common one is verifying your business with Meta. This step is not driven by volume, so confirm you are ready with our free Meta Business verification checker.

2,000 and above: automatic scaling. Once you are at 2,000, Meta raises your limit by one level automatically when both of these are true:

  • Volume. In the last 7 days, your business has used at least half of your current messaging limit (unique customers you started conversations with).
  • Quality. You are sending high-quality messages across all of your phone numbers and templates. If your quality rating drops to Low, scaling pauses until it recovers - and a persistently low rating can push your limit down.
