The short version

Two things that are free today become billable, and Meta is republishing the rate card. For most businesses the bill goes up because of the first change, not because rates rise.

1. Service messages become chargeable. Your free-form replies inside the open 24-hour customer service window have been free since November 2024. You will get 1,000 free per business phone number per month, then pay that market's service rate. No volume discount.

2. Utility inside the service window becomes chargeable. Utility templates sent in reply to a customer have been free since July 1, 2025. They will cost the ordinary utility rate whether the window is open or not.

3. The rate card grows from 32 markets to 47. Fifteen countries move off regional pricing onto their own rates, some far cheaper and some far more expensive.

What becomes billable on October 1, 2026

The headline change is not a price rise. It is that two categories of message which cost nothing today will carry a meter. If you run a busy support desk or send a lot of transactional updates in reply to customers, this is where your bill moves.

Service messages

The free-form replies you or your chatbot send inside an open 24-hour customer service window. Not templates: ordinary conversation.

Free since November 2024. From October 1, 2026, 1,000 free per business phone number per calendar month, then charged at the market's service rate, which equals its utility rate. No volume discount at any level.

Utility inside the window

Order updates, delivery notices, appointment reminders and payment confirmations sent in reply to a customer while the 24-hour window is open.

Free since July 1, 2025. From October 1, 2026, charged at the ordinary utility rate regardless of the window. Utility still qualifies for volume discounts, so high senders keep that relief.

What did not change: messages your customers send you are still free, you are still billed only for messages Meta delivers, and the 72-hour free entry point window opened by a Click-to-WhatsApp ad is untouched. That window is now the only fully free one in the model.

The 1,000 free service messages, precisely

The allowance is easy to misread, so to be exact about it:

  • It is per business phone number, not per WhatsApp Business Account. Run three numbers and you get three allowances.
  • It resets at the start of each calendar month, and unused messages do not roll over.
  • It covers only service messages. Template messages in the marketing, utility and authentication categories are billed from the first one, as they always were.
  • Past the allowance, each message costs that market's service rate. Meta sets the service rate equal to the utility and authentication rate for the same market, so if you already know your utility rate you know your service rate.
  • There are no volume tiers on service. Utility and authentication get graduated discounts of 5% to 30% at scale. Service does not, at any volume.

The practical consequence is that cost now scales with how talkative your support is, not how many customers you have. A bot that resolves a question in two messages is measurably cheaper than one that takes six, which was never true before.

The end of free utility in the service window

This is the change most businesses missed, and for transactional senders it usually costs more than the service change does.

Between July 1, 2025 and September 30, 2026, a utility template sent while the 24-hour window was open was free. That made "get the customer to message you first" a genuine cost strategy: widgets, welcome templates and reply prompts all paid for themselves by moving utility volume into the free window.

From October 1, 2026 that arbitrage goes away. A shipping update will cost the utility rate whether it follows a customer message or arrives unprompted. If you built automation specifically to land messages inside the window, it will no longer reduce your bill, and it belongs out of your cost model even if you keep it for engagement.

Rate changes: before and after, every country

Beyond the billing changes, Meta republished the rate card itself. Across the 32 markets that existed on both cards, most rates did not move at all.

Biggest utility increases: Morocco (+475%), Kuwait (+383.5%), Oman (+171.4%), Hong Kong (+130.1%), Hungary (+65.1%).

Biggest utility decreases: Sri Lanka (-82.3%), Nepal (-69.9%), Bangladesh (-67.3%), Poland (-42.5%), Iraq (-13.2%).

The table below lists all 142 countries in USD, not just the 47 rate cards, so you can look up your own market directly. Meta prices most countries through a regional card such as "Rest of Western Europe", and where that applies the card is named under the country. The previous rate is struck through wherever it changed. Service had no rate before this card, because it was free. Rates in other currencies are on the pricing calculator.

The 15 newly standalone markets

Meta previously grouped many countries into regional buckets such as "Rest of Middle East" or "Rest of Asia Pacific" and charged one rate for the whole region. On the October 1, 2026 card, 15 of those countries got their own rate card:

Bangladesh, Hong Kong, Hungary, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Poland, Qatar, Romania, Singapore, Sri Lanka, Ukraine.

This is where the largest swings are, in both directions. Leaving a regional average means some countries were being subsidised by it and some were subsidising it. Sri Lanka, Nepal and Bangladesh all saw utility rates fall by more than 65%. Morocco, Kuwait and Oman saw utility rise by 171% or more. If you message any of these countries, your bill changed materially regardless of the service and utility window changes.

The other 127 countries still sit on a regional card, so their rates moved only if the region's did. Portugal, Ireland and Japan, for example, are billed on "Rest of Western Europe" and "Rest of Asia Pacific" respectively, and neither region's rates changed on this update. Find your own country in the table above to be sure.

What it costs: three worked examples

Take one business profile and hold it constant: a clinic sending 800 marketing broadcasts, 2,500 appointment and booking updates (60% of which used to land inside an open service window and cost nothing), and 3,500 free-text replies in a month. Here is the same business in three markets.

India: rates unchanged, bill still up 57%

  • 800 marketing: ₹690 → ₹690 (no change)
  • 2,500 utility: ₹115 → ₹288 (1,500 were free in-window)
  • 3,500 replies: ₹0 → ₹288 (1,000 free, 2,500 billed)

₹805 → ₹1,265 per month

Not one India rate moves on this card. The entire increase is the two categories that stop being free.

South Africa: billing change plus a 25% utility rise

  • 800 marketing: $30.32 → $30.32 (no change)
  • 2,500 utility: $7.60 → $23.75 (rate up from $0.0076 to $0.0095)
  • 3,500 replies: $0.00 → $23.75

$37.92 → $77.82 per month

Kuwait: left the regional card, bill up nearly eightfold

  • 800 marketing: $27.28 → $63.36 (rate up 132%)
  • 2,500 utility: $9.10 → $110.00 (rate up from $0.0091 to $0.0440)
  • 3,500 replies: $0.00 → $110.00

$36.38 → $283.36 per month

Kuwait moved off "Rest of Middle East" pricing onto its own card. Oman, Qatar and Singapore moved the same way.

A short history of WhatsApp pricing changes

The October 1, 2026 update makes more sense read against what came before it. Meta has reversed direction twice in two years.

  • November 1, 2024 Service conversations become free for all businesses, with no monthly cap. Replying to customers costs nothing.
  • July 1, 2025 Conversation-based pricing is retired in favour of per-message billing. Every template is charged individually. At the same time, utility templates sent inside an open 24-hour service window become free, and volume tiers arrive for utility and authentication.
  • January 1, 2026 India marketing rates rise about 10%, from ₹0.7846 to ₹0.8631 per message.
  • April 1, 2026 Routine rate-card refresh across 32 markets. Service remains free.
  • October 1, 2026 Both free categories are withdrawn. Service messages become billable past 1,000 a month, utility loses its free window, and the card expands to 47 markets.

What to do about it

  • Check your payment method. September 30, 2026 is the deadline. Without one on file, Meta will stop delivering service messages.
  • Re-forecast utility volume. Whatever share of your utility templates lands inside an open window is free today and will be billed from October 1, 2026. That single line is the biggest surprise on most invoices.
  • Count your replies, not your contacts. Service cost tracks conversation length. Work out your average messages per resolved query and how many numbers you run, since the allowance is per number.
  • Shorten support threads. Quick-reply buttons, WhatsApp Flows and a well-tuned bot that answers in two messages rather than six now cut real cost, where before they only saved time.
  • Lean on Click-to-WhatsApp. The 72-hour free entry point window is the only free window left, and it is worth more now than when the 24-hour window was also free.
  • Check your markets. If you message any of the 15 newly standalone countries, look up your new rate rather than assuming the regional one still applies.

Yes. Messages sent inside a 72-hour free entry point window, opened when someone reaches you through a Click-to-WhatsApp ad or a Facebook Page call-to-action, remain free to deliver. It is now the only fully free window in the pricing model.
September 30, 2026 is the last day to add one. Without a valid payment method on the WhatsApp Business Account, Meta will stop delivering service messages once they become billable on October 1, 2026. Template messages are handled under your existing billing arrangement.
